This blackout period begins on March 1 and lasts until September 30. Applications submitted on or after March 1 during an agreement renewal year will not be considered for authorization until the new fiscal year begins on October 1.

During the blackout period, new vendor applications will be assessed for participant access. If the vendor applicant is determined to be required for participant access, the application will be processed following normal application procedure. If the vendor applicant is determined not to be required for adequate participant access, the application does not have to be processed. All applications received during the blackout period will be processed in chronological order of applications received.
