REFERRAL TO E&T In accordance with 7 CFR 273.7(c)(2), in order to participate in SNAP E&T, the State agency must make the referral. The referral method may vary from participant to participant. Right now reverse referrals are done by DADS and CLIMB having potential participants, not currently on SNAP, submit an application for SNAP benefits to see if they are eligible. CLIMB and DADS then follow up with the the Program Manager to see if the participant has been approved for SNAP. ESGW plans to follow a similar process.
