STATE OF WEST VIRGINIA FFY 2024 STATE PLAN FOR TEMPORARY ASSISTANCE FOR NEEDY FAMILIES
the needs of the communities served and develop a strategic plan to prevent adolescent and unintended pregnancies.
Training of Educators (TOE) on “Teen Speak”, a series to help parents confidently connect with their teens on common risk behaviors like substance use, sex, and mental health concerns will be completed by APPI Specialists. This course helps to create a trusting relationship that supports positive decision making and reduces interaction with the Bureau for Social Services. This training will be provided to the Family Support Centers in addition to other entities to teach communication skills that can be used to overcome the most common challenges of parenting a teen.
Services will be offered in a variety of settings, including but not limited to public schools, healthcare settings, and Family Support Centers.
This course will help families to learn more about what to expect during the teen years, including:
● how your teen thinks; ● why they may be experimenting with new behaviors; and ● how adults can support them as they become young adults through techniques and strategies that have been scientifically proven to be effective.
(vi) Conduct a program, designed to reach State and local law enforcement officials, the education system, and relevant counseling services, that provides education and training on the problem of statutory rape so that teenage pregnancy prevention programs may be expanded in scope to include men.
Teen pregnancy prevention programs that are provided as part of Title X outreach do include males in the programming. As part of all programs, consent and coercion are discussed. Outreach with state/local law enforcement is currently limited to reports (as required) if something is reported to OMCFH. WV Foundation for Rape and Investigation Services (FRIS) works with law enforcement concerning sexual assault intervention and prevention through their Sexual Assault Response Teams (SARTs) with their local funded sexual assault agencies and advocates. Brochures, posters, presentations, online training, and prevention resources are available for download from their website as needed. They also host the West Virginia Sexual Assault and Stalking Symposium annually. Page 47
