STATE OF WEST VIRGINIA FFY 2024 STATE PLAN FOR TEMPORARY ASSISTANCE FOR NEEDY FAMILIES
families with TANF funds. The updated West Virginia Family Database began tracking counts of families that meet TANF criteria in July (FY24).
SPECIAL PROJECT
● United Way of Central WV 211 provides Information and Referral (I & R) services to low-income families regarding community-based resources, such as social services and charities that provide housing, medical care, human services, financial assistance, and other social services that are available in the area served by a local I & R provider under TANF purpose one. Access is provided, via the 211-dialing arrangement, to a single call center that provides callers with centralized I & R services and is responsible for the operation and management of the statewide 211 system. All I & R staff are mandated reporters regarding child abuse/neglect and human trafficking and are expected to adhere to Bureau for Family Assistance policies. The 211 Information and Referral system supports all four purposes of the Temporary Assistance for Needy Families (TANF) program. o Purpose 1: 211 connects low-income families to emergency assistance, housing, food, childcare, and other essential services, helping children remain safely in their homes or the homes of relatives. o Purpose 2: 211 provides referrals to employment support, job training, and educational resources that help parents reduce dependence on public assistance. o Purpose 3: 211 offers referrals to health department services, reproductive health education, and counseling, contributing to prevention efforts. o Purpose 4: 211 links families to counseling, domestic violence support, and family stability services that help promote and maintain healthy family structures. These services are provided using Federal TANF funds.
All contracting will be conducted in accordance with the State’s rules and regulations.
