8.1 INTRODUCTION The resource development process is designed to enable WV WORKS and Medicaid clients to achieve financial independence. The Worker assists clients in developing alternate or additional sources of income to reduce or eliminate the need for WV WORKS. Sections 8.2 – 8.5 contain the procedures and requirements that are applicable to the resource development process. Section 8.6 contains a description of the benefits for which a client may qualify, and referral instructions.
