3.1 INTRODUCTION This Chapter contains the policy for Supplemental Nutrition Assistance Program (SNAP) benefits, WV WORKS, and all Medicaid coverage groups. It is used to determine: • The Assistance Group (AG) - Who receives the benefit; • The Income Group (IG) - Whose income and assets are counted; and • The Needs Group (NG) - Whose needs are considered The total income/assets of all persons in the IG is compared to the income/asset eligibility limits for the number of persons in the NG. This comparison determines if those in the AG are eligible to receive the benefit, and in some instances, the level of benefit for which they are eligible.
