26.1 INTRODUCTION The Medicaid Work Incentive (M-WIN) is a full coverage Medicaid group was established by West Virginia Senate Bill 388. M-WIN assists individuals with disabilities in becoming independent of public assistance by enabling them to enter the workforce without losing essential medical care. Being eligible for, or enrolled in other health insurance coverage, including Medicare, does not prevent eligibility for M-WIN. The M-WIN coverage group operates similarly to health insurance by offering coverage upon receipt of an initial enrollment fee and payment of monthly premiums for ongoing enrollment.
