23.10.12 WOMEN WITH BREAST CANCER OR CERVICAL CANCER: BREAST AND CERVICAL CANCER MEDICAID (BCC) Income Assets N/A N/A
A woman is eligible for Breast and Cervical Cancer Medicaid (BCC) if she is diagnosed with Breast or Cervical Cancer or certain pre-cancerous conditions, receiving cancer treatment and currently enrolled in the West Virginia Breast and Cervical Cancer Screening Program (WVBCCSP). The client must also be: • Uninsured or has insurance that meets an exception listed in Chapter 22 Appendix A, • Under age 65, • Not receiving Medicare, and • Not eligible for any mandatory Medicaid Coverage groups.
No penalty applies for discontinuing insurance. Medicaid Coverage is not limited to charges related only to cancer treatment, and there is no limit to the number of eligibility periods for which a client may qualify. Once a county office receives the initial required documentation from WVBCCSP, including the CDC Certificate of Diagnosis, the completed DFA-BCC-1 and the Letter of Eligibility verifying that the client is enrolled in the WVBCCSP, the Worker places the client in the Presumptive Phase of BCC. The client then submits a Medicaid application to determine if the client is eligible for a mandatory Medicaid coverage group. If the client is found eligible for a mandatory Medicaid coverage group, the Presumptive BCC is closed, and the client is placed in the new Medicaid Group. If it is determined that the client is not eligible for a mandatory Medicaid type, the Worker updates the client from Presumptive BCC to the Regular BCC. IMPORTANT NOTE: To be eligible for BCC Medicaid, you must first be a patient of the WVBCCSP. WVBCCSP has separate eligibility guidelines from BCC Medicaid. While BCC Medicaid does not have an income limit, the WVBCCSP has an income limit of 250% FPL.
