Clients may apply for assistance for the repair or replacement of their heating/cooling unit by applying online at mylitt.com or they can be referred to their local Community Action Agency. The Informational flyer for the Repair or Replacement program can be mailed to a client but the client must submit the completed application to their local Community Action office and not the Department of Human Services. 21.7.2 Repair or Replacement Guidelines This is separate from Weatherization Assistance Program (WAP). The gross income limit is 60% of the SMI. See Appendix D for the maximum allowable gross income levels for LIEAP FY 2025. 21.7.3 Weatherization Assistance Program (WAP) Referrals When a referral is made to a Community Action Agency for Weatherization, the Worker must complete the DFA-WAP-1. This referral consists of case name, case number, case worker, date referred, agency name and worker signature. In order to maintain controls for completing referrals to the Weatherization Program, the local office must retain a Weatherization referral log that indicates client’s name, case number, case workers name, date referred, agency’s name and case worker’s signature. The DFA-WAP-2 form may be used for this purpose. Weatherization is completed with WV DOE WAP guidelines. They use a point system to ensure that the neediest client receives assistance first.
