Recoupment of support service overpayments is accomplished by entering the category-code as ADCW on the Benefit Recovery Referral Screen and explaining in the comments section that the referral is for a Support Service Payment. If the payment is returned, it is sent with an DFA- 68 to: Accounts Receivable Office of Accounting 321 Capitol Street, 1 Davis Square Charleston, WV 25301 The Case Manager must identify the returned payments by indicating “Work Support” in the upper right corner. Do not include an account number for deposit of the funds. When a Case Manager discovers a participant has received an improper cash refund of support service monies instead of goods or services, the amount of the refund will be considered an overpayment of support services and must be recouped. When a Case Manager issues a support service payment to an individual, a receipt showing that the payment was used as intended may be required. When a receipt is required, it must be provided within 30 days of payment issuance. A DFA-6 or verification checklist must be sent to the participant requesting the receipt. If the participant fails to provide a receipt within this time frame, then recoupment of that support service is required. Example: A vendor is no longer accepting vouchers for laptops. The Case Manager issues a support payment to the participant for the cost of a laptop on May 15 along with a DFA-6 requesting a copy of the receipt by June 15. If the participant has not returned a copy of the receipt by June 15, then he is referred to repayment for the support payment issued for the laptop.
For individuals participants who receive a prepayment of supportive services under Other Work Activities and then do not subsequently participate, future prepayments from supportive services must not be made.
