West Virginia Income Maintenance Manual Page 1 Chapter 17 Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T)
17.1 INTRODUCTION The intent of the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) program is to provide Supplemental Nutrition Assistance Program (SNAP) clients with opportunities to gain skills, training, or experience to improve their employment prospects and reduce their reliance on SNAP benefits. This is accomplished through the SNAP E&T Worker and participant developing a Personal Responsibility Plan (PRP), which includes an individualized Self-Sufficiency Plan (SSP). The PRP includes the DFA-SNAP-E&T-1 and the SSP. SNAP E&T must include case management services and at least one activity for each participating client. West Virginia operates a voluntary SNAP E&T program. This means the state exempts 100% of work registrants from mandatory program participation. As such, screening and referral to the E&T program are considered functions of eligibility.
Note: Federal law continues to evolve regarding work requirements and exemptions. The Fiscal Responsibility Act of 2023 and H.R.1 (One Big Beautiful Bill) of 2025 expanded ABAWD exemptions. The Fiscal Responsibility Act of 2024 temporarily created exemptions of veterans, homeless individuals, and foster youth aging out until age 25, but these were removed by H.R.1 effective November 1, 2025.
