If the applicant meets all requirements for regular Parents/Caretaker Relatives or AFDC-Related Medicaid, the application should be made for those programs. However, participation is limited to five years from entry into the U.S. for WV WORKS and seven years for Medicaid. If the applicant does not meet the requirements for one of these programs, then a determination should be made for RCA or RMA. 15.8.4.B Amount of Payment The basic payment plan will be used in determining the amount of the assistance payment. 15.8.4.C Identification of Refugees in the Eligibility System Individuals who are receiving assistance as refugees must be coded appropriately in the eligibility system. It is extremely important that all refugees be coded appropriately. 15.8.4.D Registering for Employment Services It is a condition of eligibility that all employable refugees who apply for the AFDC-Related Medicaid or the Refugee Assistance Program must register for work. All refugees applying for AFDC-Related Medicaid must register with the WorkForce West Virginia unless they are exempt from registration according to Section 15.8.4.F below. For any noncitizen individual who initially has no Social Security Number, a referral must be made to the Social Security Administration before policies regarding penalties for refusal to register may be imposed. See Section 15.8.11 REFERRALS TO THE SOCIAL SECURITY ADMINISTRATION to learn more about the referral process. DoHS allows a 60-day grace period to allow the individual to apply for, receive a determination, and obtain a Social Security Number, before completed registration for Workforce West Virginia Services is required. Referral to the current subrecipient providing Refugee Support Services, will constitute as meeting the minimum requirement during this grace period. RSS involves enrollment in courses that may also be defined as Employment Services; however, Workforce WV registration will remain a requirement.
