Example 2 Jim and his wife Bonnie both applied for health care October 2. Bonnie was denied Badger Care Plus due to being over income for her tax filing group size, but Jim opened for BadgerCare Plus. On February 3 Jim and Bonnie report a reduction in income. Verification is requested with a due date of February 23. Jim’s BadgerCare Plus coverage is maintained for March. Verification is received on February 19. The income decrease makes both Jim and Bonnie eligible for BadgerCare Plus on April 1. However, because the income reduction was reported in February and verified timely, eligibility for Bonnie’s BadgerCare Plus must also be tested retroactively for February and March. 26.3.4 Redeterminations when Foster Care Medicaid Ends A Foster Care Medicaid closure notice will be sent approximately 45 days before the member's Foster Care Medicaid coverage ends. In most situations, the IM agency will be notified to redetermine eligibility for the youth or child before the date their Foster Care Medicaid certification ends. When redetermining eligibility when Foster Care Medicaid is ending, maintain Foster Care Medicaid until one of the following occurs: • The child or youth is determined eligible for another category of Medicaid or BadgerCare Plus. • The child or youth is determined ineligible for all categories of Medicaid and BadgerCare Plus. • Information required to be provided by the child, youth, or family to complete an eligibility determination is not provided. • The child, youth, or family choose not to pursue other Medicaid benefits. • The child or youth dies or leaves Wisconsin. For details about verification, see SECTION 9.9.11 FOSTER CARE MEDICAID AND FFCY BADGERCARE PLUS. 26.3.4.1 Foster Care Medicaid Ends for Child under 19 For children with Foster Care Medicaid ending, it is the responsibility of the IM agency to make the health care eligibility determination before the child's Foster Care Medicaid ends, if the child is not already open for another health care program (e.g. SSI MA or Katie Beckett Medicaid). Because this is considered a redetermination of eligibility, most often there are no requirements for the family to reapply, re-request, or provide a signature. In limited situations, a family may need to apply for health care when a child's Foster Care Medicaid is ending. If the application filing date is before the Foster Care Medicaid end date, Foster Care Medicaid eligibility is maintained until a determination is completed. If the application filing date is after the Foster Care Medicaid end date, Foster Care Medicaid is not maintained while the agency completes a determination. Example 1 Tyra was in a Foster Care placement until January. Her Foster Care Medicaid continuous coverage remains in place until April 30. Her family applies for health care for her on April 15. If the agency has not completed the redetermination for other health care programs by April 30, her Foster Care Medicaid eligibility is maintained. Example 2 Tyson was in a Foster Care placement until February. His Foster Care Medicaid continuous coverage remains in place until April 30. His family applies for health care for him on May 3. Because the application was received after Foster Care Medicaid had already ended, his Foster Care Medicaid is not maintained while the agency determines eligibility for other health care programs. 26.3.4.2 Foster Care Medicaid Ends for Youth Transitioning to FFCY For most young adults who were in Wisconsin's child welfare system and receiving Foster Care Medicaid, it is the responsibility of the IM agency to make the BadgerCare Plus eligibility
