If verification is not provided, do not include the deductions when determining eligibility. Do not deny or terminate eligibility for failure to provide the requested verification. 9.9.11 Foster Care Medicaid and FFCY BadgerCare Plus Foster Care Medicaid enrollment data and information about placements and agreements required for agencies to make eligibility determinations for Medicaid or BadgerCare Plus, is available from the electronic Wisconsin Statewide Automated Child Welfare Information System (eWiSACWIS) data exchange. Information received through this data exchange is verified upon receipt and includes: • SSN • Individual demographic information, including Tribal affiliation • Placement/agreement types, including Title IV-E funding if any • Placement/agreement start and end dates • Discharge reasons and dates • Foster Care Medicaid start and end dates • Parent or caretaker relative cooperation with reunification plan • FFCY placement type on 18th birthday (available for most youth in WI placements) The agency must use information in the eWiSACWIS data exchange to determine or redetermine health care eligibility. Limited information may need to be requested from the family or youth. Note Any individual who receives or previously received Title IV-E Foster Care Medicaid types, including Adoption Assistance, is exempt from verifying U.S. Citizenship. 9.9.11.1 Child Welfare Caretakers and Parents A parent or caretaker relative's health care eligibility is impacted by whether they cooperate with their child's reunification plan. Assume the parent/caretaker are cooperating with reunification unless there is information in the eWiSACWIS data exchange or from the child welfare agency that verifies non-cooperation. Note Reunification will not be a goal for the following placement types: Adoption Assistance, Subsidized Guardianship, Private Preadoption, or Long-Term Kinship Care. 9.9.11.2 Children or Youth in Out-of-Home-Care (Foster Care) For most children and youth in Foster Care, the eWiSACWIS data exchange provides verification of the child or youth's SSN, demographic information, placement or agreement start and end dates, placement or agreement types, and discharge reasons. 9.9.11.3 Former Foster Care Youth Verification of a person’s status as a Former Foster Care Youth (FFCY) is required only once. FFCY status is verified using information available in the eWiSACWIS data exchange. For anyone without information available in the data exchange, including a youth from another state, FFCY status is requested from the child welfare agency using the BadgerCare Plus Former Foster Care Youth form (F- 10184). It is not the youth's responsibility to verify their status. If the child welfare agency does not provide verification by the due date, the agency must accept the youth's statement as the best available information that they are a FFCY.
