criteria to measure the performance of service coordination 1 organizations as provided in chapter 70.320 RCW into contracts with 2 managed care organizations that provide services to clients. The 3 authority is directed to: 4 (a) Contract with an external quality improvement organization to 5 annually analyze the performance of managed care organizations 6 providing services to clients under this chapter based on seven 7 performance measures. The analysis required under this subsection 8 must: 9 (i) Measure managed care performance in four common measures 10 across each managed care organization, including: 11 (A) At least one common measure must be weighted towards having 12 the potential to impact managed care costs; and 13 (B) At least one common measure must be weighted towards 14 population health management, as defined by the measure; and 15 (ii) Measure managed care performance in an additional three 16 quality focus performance measures specific to a managed care 17 organization. Quality focus performance measures chosen by the 18 authority must: 19 (A) Be chosen from the statewide common measure set; 20 (B) Reflect specific measures where a managed care organization 21 has poor performance; and 22 (C) Be substantive and clinically meaningful in promoting health 23 status. 24 (b) The authority shall set the four common measures to be 25 analyzed across all managed care organizations. 26 (c) The authority shall set three quality focus performance 27 measures specific to each managed care organization. The authority 28 must determine performance measures for each managed care 29 organization based on the criteria established in (a)(ii) of this 30 subsection. 31 (d) By September 15, 2021, and annually thereafter, the authority 32 shall notify each managed care organization of the performance 33 measures for the organization for the subsequent plan year. 34 (e) Two percent of the total plan year funding appropriated to 35 each managed care organization that provides services to clients 36 under chapter 70.320 RCW shall be withheld. At least seventy-five 37 percent of the withhold shall be held contingent on each managed care 38 organization's performance on the seven performance measures 39 identified in this section.
