quality improvement program does not create an entitlement. The 1 authority shall not increase general fund—state, federal, or private/ 2 local expenditures under this program. The director shall report to 3 the joint select committee on health care oversight not less than 4 quarterly on financial and health outcomes. The director shall report 5 to the fiscal committees of the legislature all of the expenditures 6 under this subsection and shall provide such fiscal data in the time, 7 manner, and form requested by the legislative fiscal committees. 8 (3) No more than (($26,837,000)) $46,739,000 of the general fund— 9 federal appropriation and (($26,839,000)) $46,742,000 of the general 10 fund—local appropriation may be expended for tailored support for 11 older adults and medicaid alternative care described in initiative 2 12 of the medicaid transformation demonstration waiver under healthier 13 Washington as well as administrative expenses for initiative 3. The 14 authority shall contract and provide funding to the department of 15 social and health services to administer initiative 2. The director 16 in cooperation with the secretary of the department of social and 17 health services shall report to the office of financial management 18 all of the expenditures of this section and shall provide such fiscal 19 data in the time, manner, and form requested. The authority shall not 20 increase general fund—state expenditures on this initiative. 21 (4) No more than (($28,680,000)) $41,915,000 of the general fund— 22 federal appropriation and no more than (($12,992,000)) $20,310,000 of 23 the general fund—local appropriation may be expended for supported 24 housing and employment services described in initiative 3a and 3b of 25 the medicaid transformation demonstration waiver under healthier 26 Washington. Under this initiative, the authority and the department 27 of social and health services shall ensure that allowable and 28 necessary services are provided to eligible clients as identified by 29 the department or its third party administrator. The authority shall 30 not increase general fund—state expenditures under this initiative. 31 The director shall report to the joint select committee on health 32 care oversight no less than quarterly on financial and health 33 outcomes.
