The department must submit 3 a preliminary report to the office of financial management and the 4 appropriate committees of the legislature on the number of monthly 5 cases and follow-up investigations by December 1, 2022, and a final 6 report by June 30, 2023. 7 (((u))) (t) $1,190,000 of the general fund—state appropriation 8 for fiscal year 2023 is provided solely for implementation of Second 9 Substitute Senate Bill No. 5664 (forensic competency programs). If 10 the bill is not enacted by June 30, 2022, the amounts provided in 11 this subsection shall lapse. 12 (((v))) (u) $36,000 of the general fund—state appropriation for 13 fiscal year 2023 is provided solely for implementation of Second 14 Substitute House Bill No. 1890 (children behavioral health). If the 15 bill is not enacted by June 30, 2022, the amount provided in this 16 subsection shall lapse. 17 (((w))) (v) $455,000 of the general fund—state appropriation for 18 fiscal year 2023 is provided solely for western state hospital's 19 vocational rehabilitation program and eastern state hospital's work 20 readiness program to pay patients working in the programs an hourly 21 wage that is equivalent to the state's minimum hourly wage under RCW 22 49.46.020. 23 (((x))) (w) $487,000 of the general fund—state appropriation for 24 fiscal year 2022 and $601,000 of the general fund—state appropriation 25 for fiscal year 2023 are provided solely for design and planning 26 activities for the new forensic hospital being constructed on the 27 grounds of western state hospital. 28 (((y))) (x) $88,000 of the general fund—state appropriation for 29 fiscal year 2022 and $2,920,000 of the general fund—state 30 appropriation for fiscal year 2023 are provided solely for 31 relocation, storage, and other costs associated with building 32 demolition on the western state hospital campus. 33 (((z))) (y) $34,289,000 of the general fund—federal appropriation 34 (CRF) is provided solely for COVID-19 related payroll and benefit 35 expenditures that were incurred between July 1, 2021, and December 36 31, 2021, for public safety and health employees whose services are 37 presumed to be substantially dedicated to responding to the COVID-19 38 public health emergency.
