(32) $10,000,000 of the judicial stabilization trust account— 1 state appropriation is provided solely to establish a legal financial 2 obligation aid pool for cities to refund legal financial obligations 3 and collection costs previously paid by defendants whose convictions 4 have been vacated by court order due to the State v. Blake ruling. 5 Once a direct refund process is established, municipal administrators 6 must certify, and send to the office, the amount of any refund 7 ordered by the court. 8 (33) $1,892,000 of the general fund—state appropriation for 9 fiscal year 2023 is provided solely for distribution to counties to 10 help cover the cost of electronic monitoring with victim notification 11 technology when an individual seeking a protection order requests 12 electronic monitoring with victim notification technology from the 13 court and the respondent is unable to pay. 14 (34) $266,000 of the general fund—state appropriation for fiscal 15 year 2023 is provided solely for pass-through funding to the 16 Washington association of child advocate programs to hire and 17 coordinate AmeriCorps members to assist in community-based 18 recruitment activities to promote child advocates and the need for 19 volunteers, develop and distribute recruitment materials, and assist 20 volunteers in preparing for required training. No later than June 30, 21 2023, the Washington association of child advocate programs must 22 submit a report to the appropriate committees of the legislature on 23 the efficacy of the program in recruiting volunteers. 24 (35) $1,785,000 of the general fund—federal appropriation (CRF) 25 is provided solely for COVID-19 response expenditures in fiscal year 26 2022.
