2021, P.L. 117-2, is provided solely for the purposes of identifying 1 children and youth experiencing homelessness and providing children 2 and youth experiencing homelessness with: 3 (A) Wrap-around services due to the challenges of the COVID-19 4 public health emergency; and 5 (B) Assistance needed to enable children and youth experiencing 6 homelessness to attend school and participate fully in school 7 activities. 8 (ii) Total funds provided under this subsection (6)(h) and 9 section 1517(47)(n) of this act may not exceed the federal amounts 10 provided in subsection 2001(b), the American rescue plan act of 2021, 11 P.L. 117-2. 12 (i) $65,610,000 of the elementary and secondary school emergency 13 relief III account—federal appropriation is provided solely for the 14 office of the superintendent of public instruction to administer 15 grants for the purposes of learning recovery and acceleration. 16 Allowable uses of the funds are limited to: 17 (i) One-time contracts for classified, certificated, or 18 administrative staff who will provide tiered academic and social- 19 emotional supports to students most impacted by the disruption of in- 20 person learning, including locating and reengaging students who have 21 disengaged from school, one-on-one and small-group instruction, and 22 other intensive learning supports; 23 (ii) Professional learning for educators focused on learning 24 recovery and acceleration, including assessing student learning and 25 social-emotional needs, transitioning to standards-based curricula 26 and grading, adopting competency or mastery-based options 27 specifically for credit retrieval purposes, and family and student 28 engagement strategies; 29 (iii) Procuring assessment or data systems that provide 30 actionable just-in-time data regarding student progress throughout 31 the school year; and 32 (iv) Direct supports to students to improve school engagement and 33 accelerate learning. 34 (j) $995,000 of the elementary and secondary school emergency 35 relief III account—federal appropriation from funds attributable to 36 subsection 2001(b), the American rescue plan act of 2021, P.L. 117-2, 37 is provided solely for the office of the superintendent of public 38 instruction to contract with the Washington school principals' 39 p. 537 ESSB 5187.SL
