For the 2023-24 and 2024-25 school years, funding for substitute 1 costs for classroom teachers is based on four (4) funded substitute 2 days per classroom teacher unit generated under subsection (2) of 3 this section, at a daily substitute rate of $151.86. 4 (10) ALTERNATIVE LEARNING EXPERIENCE PROGRAM FUNDING 5 (a) Amounts provided in this section from July 1, 2023, to August 6 31, 2023, are adjusted to reflect provisions of chapter 297, Laws of 7 2022, as amended (allocation of funding for students enrolled in 8 alternative learning experiences). 9 (b) The superintendent of public instruction shall require all 10 districts receiving general apportionment funding for alternative 11 learning experience (ALE) programs as defined in WAC 392-121-182 to 12 provide separate financial accounting of expenditures for the ALE 13 programs offered in district or with a provider, including but not 14 limited to private companies and multidistrict cooperatives, as well 15 as accurate, monthly headcount and FTE enrollment claimed for basic 16 education, including separate counts of resident and nonresident 17 students. 18 (11) DROPOUT REENGAGEMENT PROGRAM 19 The superintendent shall adopt rules to require students claimed 20 for general apportionment funding based on enrollment in dropout 21 reengagement programs authorized under RCW 28A.175.100 through 22 28A.175.115 to meet requirements for at least weekly minimum 23 instructional contact, academic counseling, career counseling, or 24 case management contact. Districts must also provide separate 25 financial accounting of expenditures for the programs offered by the 26 district or under contract with a provider, as well as accurate 27 monthly headcount and full-time equivalent enrollment claimed for 28 basic education, including separate enrollment counts of resident and 29 nonresident students. 30 (12) ALL DAY KINDERGARTEN PROGRAMS 31 $670,803,000 of the general fund—state appropriation for fiscal 32 year 2024 and $869,125,000 of the general fund—state appropriation 33 for fiscal year 2025 are provided solely to fund all day kindergarten 34 programs in all schools in the 2023-24 school year and 2024-25 school 35 year, pursuant to RCW 28A.150.220 and 28A.150.315.
