public instruction to plan for the development and implementation of 1 a common substitute teacher application platform. 2 (2) DATA SYSTEMS 3 (a) $1,802,000 of the general fund—state appropriation for fiscal 4 year 2024 and $1,802,000 of the general fund—state appropriation for 5 fiscal year 2025 are provided solely for implementing a comprehensive 6 data system to include financial, student, and educator data, 7 including development and maintenance of the comprehensive education 8 data and research system (CEDARS). 9 (b) $281,000 of the general fund—state appropriation for fiscal 10 year 2024 and $281,000 of the general fund—state appropriation for 11 fiscal year 2025 are provided solely for K-20 telecommunications 12 network technical support in the K-12 sector to prevent system 13 failures and avoid interruptions in school utilization of the data 14 processing and video-conferencing capabilities of the network. These 15 funds may be used to purchase engineering and advanced technical 16 support for the network. 17 (c) $450,000 of the general fund—state appropriation for fiscal 18 year 2024 and $450,000 of the general fund—state appropriation for 19 fiscal year 2025 are provided solely for the superintendent of public 20 instruction to develop and implement a statewide accountability 21 system to address absenteeism and to improve student graduation 22 rates. The system must use data to engage schools and districts in 23 identifying successful strategies and systems that are based on 24 federal and state accountability measures. Funding may also support 25 the effort to provide assistance about successful strategies and 26 systems to districts and schools that are underperforming in the 27 targeted student subgroups. 28 (3) WORK GROUPS 29 (a) $68,000 of the general fund—state appropriation for fiscal 30 year 2024 and $68,000 of the general fund—state appropriation for 31 fiscal year 2025 are provided solely for implementation of Second 32 Substitute House Bill No. 1013 (regional apprenticeship prgs). If the 33 bill is not enacted by June 30, 2023, the amounts provided in this 34 subsection shall lapse. 35 (b) $200,000 of the general fund—state appropriation for fiscal 36 year 2024 and $200,000 of the general fund—state appropriation for 37 fiscal year 2025 are provided solely for the office of the 38 superintendent of public instruction to meet statutory obligations 39 p. 464 ESSB 5187.SL
