Funding under this 3 subsection will be available only after the filing of the Nooksack 4 adjudication, and no funding provided for the Nooksack adjudication 5 will be used to support the activities funded by this subsection. It 6 is anticipated that these activities will run in parallel with the 7 Nooksack adjudication. 8 (43) $200,000 of the model toxics control operating account—state 9 appropriation is provided solely for the department to contract with 10 a consultant to develop a report that conducts a full emissions life 11 cycle assessment for solid waste processed at the Spokane Waste to 12 Energy Facility (WTEF) compared to solid waste processed at three 13 other landfills within the region that waste may be sent to if the 14 WTEF were to cease operations.
