(b) $313,000 of the general fund—state appropriation for fiscal 1 year 2024 and $250,000 of the general fund—state appropriation for 2 fiscal year 2025 are provided solely for implementation and 3 monitoring of the state's implementation plan, which includes 4 receiving recurring updates, requesting data on compliance, reporting 5 on progress, and resolving disputes that may arise. 6 (5) $704,000 of the general fund—state appropriation for fiscal 7 year 2024, $1,022,000 of the general fund—state appropriation for 8 fiscal year 2025, and $222,000 of the general fund—federal 9 appropriation are provided solely for the department to implement a 10 language access plan, which will include but is not limited to: 11 (a) Translation of department materials; 12 (b) Hiring staff to form a centralized language access team to 13 provide language access supports and coordination across all 14 department divisions; 15 (c) Outreach to community organizations serving multilingual 16 children and families regarding department programs; 17 (d) Webinars and other technical assistance provided in multiple 18 languages for department programs; 19 (e) Training for department staff on language access resources; 20 and 21 (f) Other means of increasing language access and equity for 22 providers and caregivers in health and safety, licensing and 23 regulations, and public funding opportunities for programs offered by 24 the department. 25 (6) $1,885,000 of the general fund—state appropriation for fiscal 26 year 2024 and $1,885,000 of the general fund—federal appropriation 27 are provided solely for a feasibility study to develop an 28 implementation plan and determine costs for a new child welfare 29 information system. 30 (7) $1,187,000 of the general fund—state appropriation for fiscal 31 year 2024 and $1,187,000 of the general fund—state appropriation for 32 fiscal year 2025 are provided solely for housing support services for 33 youth exiting foster care and juvenile rehabilitation. 34 (8) $19,000 of the general fund—state appropriation for fiscal 35 year 2024, $19,000 of the general fund—state appropriation for fiscal 36 year 2025, and $6,000 of the general fund—federal appropriation are 37 provided solely for indirect costs associated with the implementation 38 of a seven-level foster care support system. 39 p. 394 ESSB 5187.SL
