The center shall provide 11 residential care for up to 13 children through two years of age. 12 Seventy-five percent of the children served by the center must be in 13 need of special care as a result of substance abuse by their mothers. 14 The center shall also provide on-site training to biological, 15 adoptive, or foster parents. The center shall provide at least three 16 months of consultation and support to the parents accepting placement 17 of children from the center. The center may recruit new and current 18 foster and adoptive parents for infants served by the center. The 19 department shall not require case management as a condition of the 20 contract. 21 (2) $453,000 of the general fund—state appropriation for fiscal 22 year 2024 and $453,000 of the general fund—state appropriation for 23 fiscal year 2025 are provided solely for the costs of hub home foster 24 and kinship families that provide a foster care delivery model that 25 includes a hub home. Use of the hub home model is intended to support 26 foster parent retention, provide support to biological families, 27 improve child outcomes, and encourage the least restrictive community 28 placements for children in out-of-home care. 29 (3) $579,000 of the general fund—state appropriation for fiscal 30 year 2024, $579,000 of the general fund—state appropriation for 31 fiscal year 2025, and $110,000 of the general fund—federal 32 appropriation are provided solely for a receiving care center east of 33 the Cascade mountains. 34 (4) $1,620,000 of the general fund—state appropriation for fiscal 35 year 2024 and $1,620,000 of the general fund—state appropriation for 36 fiscal year 2025 are provided solely for services provided through 37 children's advocacy centers. 38 p. 365 ESSB 5187.SL
