to entering other community residential settings not receiving this 1 specialty rate as well as prior to entering other state-operated 2 settings including, but not limited to, state-operated living 3 alternatives, enhanced services facilities, and the transitional care 4 center of Seattle. 5 (dd)(i) $104,000 of the general fund—state appropriation for 6 fiscal year 2024 is provided solely for the department to contract 7 with the Ruckleshaus center for a progress report on the 8 recommendations in the December 2019 report, "Rethinking Intellectual 9 and Developmental Disability Policy to Empower Clients, Develop 10 Providers and Improve Services." 11 (ii) By February 29, 2024, a final report shall be submitted to 12 the governor and the appropriate committees of the legislature that 13 includes: 14 (A) Detailed information about the successes and barriers related 15 to meeting the recommendations in the December 2019 report; 16 (B) Identification of other potential issues or options for 17 meeting the recommendations in the December 2019 report, including 18 but not limited to, an exploration of the enhanced behavioral support 19 homes concept; 20 (C) A review of other state's approaches and innovations 21 regarding any of the recommendations in the December 2019 report; 22 (D) Identification of any emergent issues; and 23 (E) Identification or recommendation for the organization of 24 focus groups of state agencies and respective stakeholders. 25 (iii) In compiling the final report, members of the previous 26 workgroup, as well as other interested parties, should be consulted 27 for their feedback and to identify areas where there is potential for 28 agreement to move forward and to make process recommendations if 29 applicable. 30 (ee) $127,000 of the general fund—state appropriation for fiscal 31 year 2024, $28,000 of the general fund—state appropriation for fiscal 32 year 2025, and $55,000 of the general fund—federal appropriation are 33 provided solely for adult day respite. Of the amounts appropriated in 34 this subsection: 35 (i) $27,000 of the general fund—state appropriation for fiscal 36 year 2024, $28,000 of the general fund—state appropriation for fiscal 37 year 2025, and $55,000 of the general fund—federal appropriation are 38 provided solely to increase adult day respite rates from $3.40 to 39 p. 175 ESSB 5187.SL
