(7) $200,000 of the general fund—state appropriation for fiscal 1 year 2024 is provided solely for implementation of Substitute Senate 2 Bill No. 5491 (residential building exits). If the bill is not 3 enacted by June 30, 2023, the amount provided in this subsection 4 shall lapse. 5 (8)(a) $100,000 of the general fund—state appropriation for 6 fiscal year 2024 is provided solely for the state building code 7 council to implement a technical advisory group related to smoke 8 control and smoke/fire dampers. The state building code council shall 9 ensure the group includes but is not limited to representatives of 10 the following: 11 (i) Appropriate local governments; 12 (ii) Building owners; 13 (iii) Fire marshals; 14 (iv) Companies who install, repair, or test smoke control systems 15 and dampers; 16 (v) Labor unions; and 17 (vi) Engineers involved in smoke control system design. 18 (b) The technical advisory group will review the status of laws, 19 codes, and rules related to smoke control and fire/smoke dampers 20 including the implementation and enforcement of such laws, codes, and 21 rules, and make recommendations, if any, for changes to the Revised 22 Code Of Washington or Washington Administrative Code. A final report 23 to the appropriate committees of the legislature and the governor is 24 due June 30, 2024. 25 (c) Members are not entitled to be reimbursed for travel expenses 26 if they are elected officials or are participating on behalf of an 27 employer, governmental entity, or other organization. Any 28 reimbursement for members is subject to chapter 43.03 RCW. 29 (9) $950,000 of the general fund—state appropriation for fiscal 30 year 2024 is provided solely for security enhancements to the 31 governor's office lobby space and for security enhancement design for 32 the remaining lobby and public spaces in the legislative building on 33 the capitol campus. Enhancement designs must be provided to the 34 senate committee on state government and elections and the house of 35 representatives committee on state government and tribal relations no 36 later than December 31, 2023. 37 (10) $162,000 of the general fund—state appropriation for fiscal 38 year 2024 and $162,000 of the general fund—state appropriation for 39 p. 139 ESSB 5187.SL
