1, 2023, the office shall identify a contractor to undertake the 1 following responsibilities, with oversight from the task force: 2 (i) Organization and facilitation of the task force, including 3 any associated subgroups; 4 (ii) Management of task force process to ensure deliverables, 5 including report writing; 6 (iii) Oversight of the launch of a five-site, two-year pilot 7 project based on a model created by Harborview medical center by 8 November 1, 2023; and 9 (iv) Coordination of pilot implementation, associated reports, 10 and deliverables. 11 (h) The task force shall provide recommendations to the governor 12 and appropriate committees of the legislature outlining its initial 13 recommendations by November 1, 2023. A report outlining interim 14 recommendations and findings shall be provided by July 1, 2024, and a 15 final report shall be provided by July 1, 2025. 16 (13) $277,000 of the office of financial management central 17 services account—state appropriation is provided solely for 18 implementation of House Bill No. 1679 (student homelessness group). 19 If the bill is not enacted by June 30, 2023, the amount provided in 20 this subsection shall lapse. 21 (14) $772,000 of the climate investment account—state 22 appropriation is provided solely for the office to develop a data 23 portal to improve public understanding of expenditures from climate 24 commitment act accounts. The development of the data portal must be 25 coordinated with the department of ecology and the expenditure 26 tracking process described in section 302(13) of this act. "Climate 27 commitment act accounts" means the carbon emissions reduction account 28 created in RCW 70A.65.240, the climate commitment account created in 29 RCW 70A.65.260, the natural climate solutions account created in RCW 30 70A.65.270, the climate investment account created in RCW 70A.65.250, 31 the air quality and health disparities improvement account created in 32 RCW 70A.65.280, the climate transit programs account created in RCW 33 46.68.500, and the climate active transportation account created in 34 RCW 46.68.490. 35 (15)(a) $250,000 of the general fund—state appropriation for 36 fiscal year 2024 and $250,000 of the general fund—state appropriation 37 for fiscal year 2025 are provided solely for a joint legislative and 38 p. 114 ESSB 5187.SL
