objective of conserving, to the maximum extent possible, the 1 expenditure of state funds. The director of the office of financial 2 management shall notify the appropriate fiscal committees of the 3 legislature in writing seven days prior to approving any allotment 4 modifications or transfers under this section. The written 5 notification must include a narrative explanation and justification 6 of the changes, along with expenditures and allotments by budget unit 7 and appropriation, both before and after any allotment modifications 8 or transfers. 9 (b) The health care authority, the health benefit exchange, the 10 department of social and health services, the department of health, 11 the department of corrections, and the department of children, youth, 12 and families shall work together within existing resources to 13 establish the health and human services enterprise coalition (the 14 coalition). The coalition, led by the health care authority, must be 15 a multiorganization collaborative that provides strategic direction 16 and federal funding guidance for projects that have cross- 17 organizational or enterprise impact, including information technology 18 projects that affect organizations within the coalition.
