employees, as well as program impacts on the market for retirement 1 plan products and services; 2 (ix) An evaluation of the feasibility and benefits of interstate 3 partnerships and cooperative agreements with similar auto-IRA 4 programs established in other jurisdictions, including contracting 5 with another state to use that state's auto-IRA program, partnering 6 with one or more states to create a joint auto-IRA program, or 7 forming a consortium with one or more other states in which certain 8 aspects of each state's auto-IRA program are combined for 9 administrative convenience and efficiency; 10 (x) An assessment of potential changes in enrollment in a joint 11 auto-IRA program if potential participants are concurrently enrolled 12 in the federal "saver's credit" program; 13 (xi) An assessment of how a range of individuals or communities 14 view wealth, as well as ways to accumulate assets; 15 (xii) The appropriate state agency and potential structure for 16 implementing an auto-IRA program; and 17 (xiii) Recommendations for statutory changes or appropriations 18 for establishing an auto-IRA program. 19 (c) By December 15, 2023, the department must submit a report to 20 the appropriate committees of the legislature in compliance with RCW 21 43.01.036 on the study findings. 22 NEW SECTION.
