PROGRAM CHANGES Summarize changes for the upcoming Federal fiscal year (FY) from the prior FY. Significant changes may include new initiatives, changes in funding or funding sources, policy changes, or significant changes to the number of partners or participants. Significant changes could include those made as a result of management evaluation findings or participation in program improvement initiatives, such as SNAP to Skills. It is not necessary to include changes made as a result of new Federal rulemaking. During the FFY25, Washington state has been strategic in building relationships with several local workforce development councils. While the BFET program has worked with WDCs in the past, we expect to add up to 5 additional boards for a total of 8 boards being BFET providers. These potential providers are highly skilled and experienced in creating support networks for participants, leveraging community members for local opportunities. Washington E&T lost three providers during FFY25 who specifically stated a lack of match funding for their inability to continue with the BFET program. WorkSource Clallam will be combining with another WorkSource location to try to preserve services. This change was made due to a lack of match funding. Clallam is a rural area with limited E&T services. While not a policy change or provider increase, Washington State E&T is in the process of making several improvements to our case management program eJAS. These changes will decrease duplicative work, increase direct communication between providers and BFET staff regarding client eligibility and decrease barriers to enrollment. Enhancements to existing support services when related to a BFET activity included: passports if required for employment; general liability insurance required for employment and up to initial three months; vehicle registration or renewal if vehicle in participant name; and auto insurance up to three months at beginning of employment. Highlight any changes from above that the State agency is making to the E&T program based on the prior year’s performance, for instance changes made as a result of E&T outcome and participation data. Washington State’s E&T program will have a full year of referral data within eJAS, our case management system in July 2025. This data will be used as part of Washington State’s commitment to continuous improvement. Working with FNS, Washington State has engaged with our partners to review allowable Participant Reimbursements in SNAP E&T. This included provider and staff surveys, compiling data written and verbal requests. Starting 10/2025, Washington state providers will expand existing options to support participants in their journey to self-sufficiency. In addition, we have adjusted our case management system to allow providers to modify participant reimbursements to allow flexibility and increase accuracy. BFET holds quarterly provider meetings throughout the year. Provider feedback gathered during these meetings is a valuable resource. It has become a building block for how we identify and structure provider training over the current federal fiscal year and will continue to be into FFY26. Over the summer of 2025, Washington State E&T is holding three separate training sessions on provider requested topics. 1/29/26, 10:29 AM State Plan WA FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-wafy26stateplan//index.html 4/309
