REPORT; BACKGROUND CHECKS On or before January 15, 2024, the Vermont Crime Information Center, in collaboration with the Agency of Education and the Department for Children and Families, shall submit a report to the House Committee on Human Services and to the Senate Committee on Health and Welfare providing a recommendation to streamline and improve the timeliness of the background check process for child care and early education providers who are required to complete two separate background checks. PLAN; SPECIAL ACCOMMODATIONS GRANT On or before July 1, 2024, the Department for Children and Families’ Child Development Division, in consultation with stakeholders, shall develop and submit an implementation plan to the House Committee on Human Services and to the Senate Committee on Health and Welfare to streamline and improve the responsiveness and effectiveness of the application process for special accommodation grants, including: (1) implementing a 12-month or longer grant cycle option for eligible populations; (2) improving support and training for providing inclusive care for children with special needs;
