Act 136 of 2026 amended 33 V.S.A. § 1103(c) to eliminate the asset test. Effective July 1, 2026, the Reach Up program will no longer evaluate resources to determine eligibility. Lump sum payments, except for payments resulting from the conversion of a Reach Up participant’s real or personal property into a liquid asset, will continue to be considered in accordance with rule 2248.1. Payments resulting from the conversion of a Reach Up participant’s real or personal property into a liquid asset will be disregarded as resources.
