referenced in 45 CFR 170, Subpart B, the state should use the federally recognized standards. d. Where there are opportunities at the state- and provider-level to leverage federal funds to acquire, upgrade, or implement health IT that cannot be supported using a standard in 45 CFR 170, Subpart B the state should seek to use other non- proprietary standards and implementation specifications developed by consensus- based standards development organizations. This may include standards identified in the ASTP/ONC Interoperability Standards Advisory (ISA).1F2 e. Specific components of the Health IT Plan are listed below: i. The Health IT Plan must describe the state’s alignment with Section 5042 of the SUPPORT Act requiring Medicaid providers to query a Qualified Prescription Drug Monitoring Program (PDMP)2F3. ii. The Health IT Plan must address how the state’s Qualified PDMP will enhance ease of use for prescribers and other state and federal stakeholders3F4. States should favor procurement strategies that incorporate Qualified PDMP data into electronic health records as discrete data without added interface costs to Medicaid providers, leveraging existing federal investments in open interfaces and exposed application program interfaces. iii. The Health IT Plan will describe how technology will support substance use disorder prevention and treatment outcomes described by the demonstration. iv. In developing the Health IT Plan, states should use the following resources: 1. States may use federal resources available on Health IT.Gov including Behavioral Health IT resources (https://www.healthit.gov/topic/behavioral-health), Opioid Epidemic and Health IT (https://www.healthit.gov/playbook/opioid-epidemic-and-health- it/), and the HHS Health IT Alignment Program (https://www.healthit.gov/topic/hhs-health-it-alignment-program). 2. States may request from CMS technical assistance to conduct an assessment and develop plans to ensure they have the specific health IT infrastructure with regards to PDMP interoperability, electronic care plan sharing, care coordination, and behavioral health-physical health integration, to meet the goals of the demonstration.

3 Prescription drug monitoring programs (PDMP) are electronic databases that track controlled substance prescriptions in states. PDMPs can provide health authorities timely information about prescribing and patient behaviors that contribute to the “opioid” epidemic and facilitate a nimble and targeted response. 4 Ibid.
