Policy Effective: April 1, 2004

A Protective Payee is an individual not included in the case, who will ensure that the Financial assistance will be used to meet the needs of the customers included in the assistance.

Individuals who are acting as a protective payee cannot make payments for the people included in the assistance unit until they have accessed the payment from Department of Workforce Services (DWS). The protective payee must be set up as an alternate payee on the Utah Horizon Electronic Benefit Transfer (EBT) accounts. See 641-2 for policy on protective payee’s access to the Utah Horizon account.
