Residents of an approved addiction recovery center (ARC) can be eligible to receive SNAP. Refer to the Approved Addiction Recovery Center list below. The facility may be private nonprofit or publicly operated, and licensed by the State Division of Licensing to participate in SNAP. The following applies to a customer living in an approved ARC:
An authorized representative must apply for residents of substance abuse treatment centers. See policy 255-3B for information on these representatives.
Who to include in the SNAP household:
Programs that treat families: when parents and children reside at the facility, certify parents and children as one household.
Programs that treat single individuals: certify each resident as a one-person household.
Children placed in a Substance Abuse Treatment Center by Youth Corrections: certify each resident as a one-person household. Payments from Youth Corrections on behalf of the child are not income to the child.
The Substance Abuse Treatment Centers must provide the state agency a list of currently participating residents on a monthly basis that includes a statement signed by a center official attesting to the validity of the list.
The designated Department of Workforce Services (DWS) representative will contact the Substance Abuse Treatment Centers requesting the current ARC (Addiction Recovery Center) Monthly Activity Reports (Form 101) that have not been received. Give the center 10 days to submit the report. Notify the SNAP Program Specialist when the center does not comply. Appropriate written steps will be taken by the SNAP Program Specialist regarding the monthly activity participant reports and notification to FNS (Food and Nutrition Service) for disqualification. Procedure: ARC- Processing - SNAP .
Substance Abuse Treatment Centers that do not comply with this requirement are subject to suspension and disqualification of their authorized representative status. An FNS officer must issue the notice of non-compliance and inform the Substance Abuse Treatment Center of the determination and the review process to regain their authorized representative status.
A DWS representative must conduct a random on-site visit, once per year, per Substance Abuse Treatment Center. During this visit, the representative must ensure that the monthly reports provided by the center are accurate and that DWS’s records are consistent and up to date.
