Residents in an institution or group home that is administered under a contract with a governmental unit or administered by a government unit are not eligible. This includes, but is not limited to:

Residents in custody of the criminal justice system or residing in a facility as ordered by the court.

Residents of facilities that provide out-of-home care or services to address the needs of an individual, including those with functional limitations. [Tips, Hints, Instructions]

Residents of Substance Abuse Treatment Centers.

Residents of nursing homes are not eligible.

This does NOT include persons who reside in a temporary shelter for a limited time, such as shelters for an abused spouse or the homeless.
