Policy Effective: May 1, 2025
Two parents and at least one child in the home. Unmarried adults are treated the same as a married couple when they have a child in common.
One parent and at least one child in the home with the second parent living outside the home for employment, military service, or training/education purposes.
Refer to policy 240-1A when one parent of a two parent family is incapacitated.
There may be situations where three or more parents must be in the same filing unit. These families are not eligible for Child Care assistance because there is an adult in the household who is available or could be made available, to provide no cost child care. For Employment Support Child Care, eligibility follows the parent. A multiple partner/parent living arrangement occurs when:
A parent is in a relationship with two or more other parents who live in the same filing unit and have children who are related to each other; or
Two or more parents have a current relationship with another parent residing in a separate home and have children who are related to each other.
All parents assume responsibility for all the children. These situations are considered one filing unit. Parents may not apply separately. Suggest that the parents adjust their work schedules to be available to provide care for their children.
Exceptions may be granted on a case-by-case basis depending on the circumstances. Contact the State Program Specialist for guidance.
