If the household claims that a parent is not residing in the home and there is information that a parent is RESIDING in the home, acceptable evidence must be obtained BEFORE taking action to determine if that parent should be included in the filing unit.
A parent is considered to be residing in the home when:
Absence is caused SOLELY because of active duty in military service; or
Absence is caused SOLELY because of employment, school, or training; or
The non-custodial parent is expected to RETURN to live in the home within 30 days from the date of application.
If a parent is determined to be residing in the household, the parent must be included in the filing unit.
A parent who is determined to NOT reside in the home can provide continued care, guidance, and support to a child without affecting the household’s eligibility for assistance.
