All Programs
In order for non-citizens to be eligible for assistance, they must meet specific criteria for the various programs. To determine eligibility, non-citizens are required to provide proof of their immigration status in the form of documentation issued by USCIS (United States Immigration and Citizenship). If the non-citizen does not have documentation issued by the USCIS, see section 215-3 , Ineligible Non-Citizen Status.
Citizens of Freely Associated States (this includes Micronesia, Palau and the Marshall Islands) are allowed to freely enter the United States without immigration status, and will possess a foreign passport with a USCIS entry Stamp displaying CFA/FSM or a paper I-94 stamped CFA/FSM, or an electronic I-94 with an admission code of CFA/FSM. This group of non-citizens meet both the qualified and eligible status even if they are not LPRs.
