Policy Effective: May 1, 2022
RCA participants can receive Child Care services. Participants:
Must meet all RCA eligibility requirements (including Eligible Non-Citizen status for RCA customers – see section 215-2C)
Must be participating in an approved employment plan

Refugee Cash Assistance Child Care is only available to two parent refugee families. For single parent refugee households consider either Family Employment Program - Child Care (FEP-CC) or Employment Support Child Care (ESCC). If one parent in a two-parent refugee household is incapacitated, consider either FEP-CC or ESCC.
Eligibility for RCA Child Care is based on RCA eligibility and has the same 12-month time limit as the RCA program. See section 205-5. RCA households may also transition directly from RCA to Transitional Child Care. See policy 210-4 .
The child care need for RCA customers will be determined by the employment counselor according to participation in approved activities.
Child Care may be authorized for RCA applicants to support negotiated employment plan activities during the initial 30-day application period while RCA eligibility is being determined.
If the RCA Child Care has been authorized and the RCA application is denied, the RCA Child Care case will be closed. There is no overpayment. Eligibility for ESCC will be considered. See policy 210-3 for information on ESCC.
If the RCA application is denied prior to the Employment Counselor negotiating an employment plan establishing a need for child care, Employment Support Child Care will be considered.
