Policy Effective: July 1, 2025
Child Care may be authorized to support employment for parents who work at home (unless the work is providing child care) and have a need for child care services. Wages or profit from self-employment must be equal to or greater than minimum wage for the number of hours they work. See policy 426-8 for more information on child care for self-employment.
The parent(s) must choose a provider setting outside the home.
An exception to this is if at least one child in the household is approved for Special needs child care determined by having an authorized party complete the form 923 and DHHS, Office of Licensing (OL) deems the need appropriate. The provider must complete all FFN provider requirements through DHHS, Office of Licensing (OL).
A person who is self-employed as a child care provider cannot receive Child Care assistance. It is reasonable that the customer can provide care for their own children, therefore need for Child Care cannot be established.
