Customers participating in the Family Employment Program (FEP) or Refugee Cash Assistance (RCA) program, whose case closes due to earned income AND who also meet all Employment Support Child Care (ESCC) eligibility requirements, are eligible for up to six months of Transitional Child Care (TRCC) immediately following case closure. The following applies to all Transitional Child Care cases:
Customers participating in FEP, FEP-Two Parent (FEP-TP) or RCA, whose case closed for increased earned income are eligible for TRCC assistance following the case closure if they meet ESCC eligibility criteria including the minimum work requirements. The first month of Transitional Cash Assistance eligibility is also the first month of TRCC eligibility. See policy 330-2 for ESCC participation requirements.
Note: Customers who are ineligible for Transitional Cash Assistance, may still qualify for TRCC.
Transitional child care families are not subject to the co-payment requirement for six consecutive months.
An application is not required during the six month transitional period even if there is a gap in services during those six months.
A Child Care review is required at the end of the six month transitional period in order to be eligible for ongoing ESCC.
Benefits are prorated when Child Care is requested after the first day of the first month of TRCC.
Customers receiving TRCC are subject to co-payment requirements at the end of the six month eligibility period.
Customers receiving a diversion payment during the six month transitional period are no longer eligible for the remaining months of TRCC.
TRCC customers whose case closed and child care is requested again within the 6-month transitional time-limit may be eligible for continued TRCC up to the maximum time-limit.
The six month transitional time-limit starts over when a customer receives a FEP, FEP-TP, or RCA payment and the program closes for increased earned income.
TRCC will be determined by the employment counselor according to participation in approved activities and will not be locked-in for the six-month certification period.
