Family Employment Program (FEP) participants can receive Child Care services. Participants:
Must meet all FEP eligibility requirements
Must be participating in an approved employment plan
Are not subject to the co-payment requirement
Eligibility for FEP Child Care is based on FEP eligibility.
The Child Care need for FEP customers will be determined by the employment counselor according to participation in approved activities. FEP Child Care cannot be used to support bed rest, hospital stays, or recovery time. This includes households where one parent is incapacitated.
Child Care will not be provided to FEP parents who are undocumented non-citizens. This includes FEP households where one or both parents are undocumented non-citizens.
Child Care will not be provided for FEP parents that are Employment Authorized only but do not meet the Qualified Non-Citizen criteria.
Presumptive Child Care may be authorized for FEP applicants to support negotiated employment plan activities prior to FEP eligibility being approved or denied and only during the initial 30-day application period. FEP - Two Parent (FEP-TP) customers are not eligible for presumptive Child Care.
If Upfront Child Care was issued for an employed customer on a pending FEP application, the employment counselor may request supplemental Child Care for additional participation requirements. If the application is pending, presumptive policy applies. If the application is approved, FEP Child Care policy applies.
If the FEP Child Care has been authorized and the FEP application is denied, the FEP Child Care program will be closed. There is no overpayment. Eligibility for Employment Support Child Care (ESCC) will be considered. See section 210-3 for information on ESCC.
If the FEP or FEP-TP application is denied prior to the employment counselor negotiating an employment plan establishing a need for Child Care, ESCC will be considered.
If a Diversion is authorized and ESCC was received in the month of the financial application or in the month prior to and FEP Child Care was not issued, the customer will remain eligible for ESCC throughout the 12 month certification period.
