Policy Effective: January 1, 2026
Supplemental Nutrition Assistance Program (SNAP) is the cornerstone of the federal food assistance programs. It provides crucial support to needy households and to those making the transition from welfare to work. The focus of SNAP is nutrition. It provides low-income households with assistance in the form of electronic benefits, which can be used like cash at most grocery stores to ensure they have access to a healthy diet. For more information on electronic benefits, see policy 641 , Utah Horizon - Electronic Benefit Transfer (EBT) system.
SNAP cannot be used to pay an unpaid grocery bill. SNAP cannot be used to pay for food to be received in the future.
Households with an immediate and urgent need for food may be eligible to receive SNAP in an expedited manner. See policy 775 for expedited SNAP rules.
