Previous Policy

A person who qualifies for a Medicaid or RMA program without a spenddown or MWI premium is not eligible for UPP. Determine if the applicant qualifies for Medicaid or RMA before considering UPP eligibility. If it is clear that the individual does not qualify for any other Medicaid or RMA program, only require verification that is necessary to determine eligibility for UPP.

Exception: For children, eligibility for UPP must be determined before RMA.
