WORK REGISTRANT DATA The SNAP general work requirements are described at 7 CFR 273.7(a). Individuals who do not meet a federal exemption from the general work requirements, as listed in 7 CFR 273.7(b)(1), are subject to the general work requirement and must register for work. In accordance with 7 CFR 273.7(c)(10), the State agency must submit to FNS the number of work registrants in the State as of October 1st. This information is submitted on the first quarter E&T Program Activity Report (FNS-583). Describe the process the State agency uses to count all work registrants in the State as of the first day of the new fiscal year (October 1). South Carolina generates monthly work registrant (WR) reports. A report is generated utilizing data from the state’s eligibility system showing all WRs in the state on October 1st of each year. Provide information about how work registrant data is pulled from the eligibility system, including the date the data is pulled. A report is generated utilizing data from the state’s eligibility system showing all WRs in the state on October 1st of each year. How are work registrants identified in the eligibility system? Work registrants are identified by SNAP eligibility staff in the eligibility system (CHIP) based on coding on the Employment Programs screen. If client is coded WR (they would be a work registrant). If client is coded AB (they would be an ABAWD-work registrant). Describe measures taken to prevent duplicate counting of work registrants within the federal fiscal year. In order to ensure an unduplicated count of work registrants in the state, a report is generated to identify the number of work registrants in the state as of October 1st. New work registrants added during October and the remainder of the fiscal year are checked against the master list before being reported as a new work registrant and therefore, ensuring an unduplicated count. 1/29/26, 9:36 AM State Plan SC FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-scfy26stateplan//index.html 44/125
