PROGRAM CHANGES Summarize changes for the upcoming Federal fiscal year (FY) from the prior FY. Significant changes may include new initiatives, changes in funding or funding sources, policy changes, or significant changes to the number of partners or participants. Significant changes could include those made as a result of management evaluation findings or participation in program improvement initiatives, such as SNAP to Skills. It is not necessary to include changes made as a result of new Federal rulemaking. South Carolina intends to continue to develop the SNAP E&T Program in FY 2026 to include additional SC SNAP2WORK Third Party Reimbursement Program providers (TPRP) to further increase training services available to SNAP recipients in the state. SC will focus on recruiting partner agencies who have the ability to provide training in rural areas and statewide. Highlight any changes from above that the State agency is making to the E&T program based on the prior year’s performance, for instance changes made as a result of E&T outcome and participation data. Text messaging services will be added in an effort to provide efficient service delivery in today's mobile, text- driven society. In participant reimbursements, the cap for component-related expenses will increase to $300 per participant per fiscal year. Additionally, debit cards will be issued to E&T participants for the purposes of issuing approved participant reimbursements. 1/29/26, 9:36 AM State Plan SC FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-scfy26stateplan//index.html 4/125
