When does screening for referral to E&T occur? Select all that apply. Initial Certification Recertification Reported change in the work registrant status of households Other Describe the process for screening for direct referral to E&T, including the staff involved. Clients are interviewed to determine eligibility for SNAP benefits. During this interview process, clients are asked if they would like to participate in the E&T program. During the interview process, the eligibility worker ask the screening questions, but before the referral is approved, the eligibility specialist has to review the questions and answers during the review process. The eligibility worker ask the following screening questions: 1. Are you interested in participating in the Employment and Training work program? (This addresses the client’s desire to participate.) 2. Do you have an employment or training goal you would like to accomplish? (This addresses commitment.) 3. Are you able to work? (This covers if they are physically or mentally able to work.) 4. Do you have any employment or training needs that this program may be able to address or assist you with? (This addresses barriers to employment.) If a potential participant answer yes to the questions, then the referral is sent to the referral queue for review by the eligibility specialist. During the review process of the answers to the screening questions, if it is determined that the SNAP participant is a feasible candidate for the SNAP E&T program, the eligibility specialist will schedule the client for orientation with an E&T Coordinator. A copy of the referral email will also be sent to the client. When does the screening for a reverse referral request occur? Clients are notified by email after the reverse referral has been received from the provider. The provider enters a reverse referral in the SCCETS queue. The state’s eligibility specialists are responsible for monitoring the reverse referral queue daily, screening the participants’ information and referring the client back to the partner agency if deemed appropriate. All SNAP E&T participants in South Carolina will enter the E&T program by either a direct or reverse referral from an eligibility specialist. Describe the process for screening during the reverse referral request process, including the staff involved. The reverse referral process begins when a client engages with a partner agency about the program. The partner checks the database portal (SCCETS) to determine the client's SNAP eligibility. The partner completes the intake, assessment forms, and obtain the signature on the voluntary participation agreement (VPA). This information is entered into the database (SCCETS) and the information is sent to the eligibility specialist for review. The state’s eligibility specialists are responsible for monitoring the reverse referral queue daily, reviewing screening questions, intake forms (assessment and employment plan). If the participant meets all the requirements, the eligibility staff will approve the reverse referral. During the intake process, partner agencies ask the screening questions, but before the reverse referral is approved, the eligibility specialist has to review the questions and answers during the review process: 1/29/26, 9:36 AM State Plan SC FY26 - Original Submission https://dam-fns.usda.gov/sites/default/files/microsite/snapet-scfy26stateplan//index.html 21/125
