4.13 (3) Drug Conviction Policy (ES Worker Actions): This section has been updated to specify when to submit a referral to Child Welfare Services if an applicant/recipient has a felony drug conviction which occurred after August 22, 1996.

4.14 Fleeing Felons, Probation and Parole Violators: This section has been updated for clarity.

6.5 Resources to Count: This section has been updated to specify when to consider resources as available to benefit group members (including Family Cap children).

6.6 Treatment of Liquid Resources (Individual Development Account (IDA): This section has been updated to provide clarity on how to identify an Individual Development Account (IDA).

8.15 Need Standard Table: This section has been updated to provide the current gross income limit, need and payment standards for TANF, effective October 2023.

21.4(3) RCA/TANF Relationship (RCA Payment Level): This section has been updated to provide the RCA Payments, effective October 2023.

Titles of forms have been updated throughout the manual to reflect the current titles.

The term “Child Protective Services (CPS)” has been changed to “Child Welfare Services (CWS)” throughout the manual.

Where applicable, the term “Human Services” has been changed to “Child Welfare Services (CWS).”

3.7.2 Temporary Absence (Employment or Reasons Relating to Work): This section has been removed to reflect current policy.

3.7.3 Temporary Absence (Educational/Vocational Training): This section has been removed to reflect current policy.

4.13(2) Drug Conviction Policy (Methods of Determination): This section has been updated to remove item “B”: Upon receipt of the "Report of S.C. Court Administration, A.D. 8333", which shows the recipient listed in the "court admin. name" column.

6.6 Applicant BGs: This section has been removed. Subsequent sections have been renumbered.
