66 ES workers should access new hire information for all applications, recertifications (36-month, 24- month, annual, interim contact, six-month and tri-annual), and when an individual is added to the SNAP household. The new hire information cannot be considered verified upon receipt.
The ES worker must independently verify any information received through new hire before using it to determine a household’s eligibility or benefit amount. If the information obtained from the new hire match was required to be reported at the time of application, recertification (annual, six- month or tri-annual) or when an individual was added to the SNAP household, the income must be added to the SNAP budget allowing for the issuance of a timely notice. If the information was not required to be reported, it is considered an interim change, and the information should be filed in SCOSA until the next mandatory action requiring a rebudget of SNAP benefits.
Federal regulations prohibit the use and disclosure of information received through the new hire for purposes directly related to the administration of SNAP. New hire information must be safeguarded and may not be released to any agency or individual, including the applicant or recipient. (2) State Directory of New Hires (SDNH)
On a monthly basis, the State Directory of New Hires (SDNH) will provide information received from the office of Child Support Enforcement at the U. S. Department of Health and Services (DHHS) through Comprehensive Inquiry on IEVS for individuals who have recently become employed and are receiving SNAP.
(3) National Directory of New Hires (NDNH)
On a monthly basis, SNAP recipients are matched with a National Directory of New Hires (NDNH) federal database. The database is administered through the Office of Child Support Enforcement at the U. S. Department of Health and Human Services (DHHS) and matches with employers in other states.
